আমি বিশ্বাস করি এস কে সিনহা, নিজামুল হক নাসিম এবং কালা মানিকের মত দুর্বৃত্তদের একদিন বিচারের কাঠগড়ায় দাড় করানো হবে। স্বাধীন বিচার ব্যাবস্থার প্রতি তাদের বৃদ্ধাঙ্গুলি কতকাল আর মানুষ দেখবে।

নারীদের অধিকার ও আইন

বাংলাদেশের সংবিধানের ২৭ ধারায় সব নাগরিক সমান আশ্রয়লাভের অধিকারী বলে উল্লেখ রয়েছে। রাষ্ট্র নারী-পুরুষের ক্ষেত্রে কোনো বৈষম্য রাখবে না। আইনের দৃষ্টিতে সব নাগরিক সমান অধিকারী। প্রতিটি রাষ্ট্রে তাদের নিজস্ব আইন রয়েছে। বাংলাদেশও নারী অধিকারে কঠোর আইন প্রণয়ন করেছে। কিন্তু এসব আইন থাকা সত্ত্বেও এখনো অনেক নারী বঞ্চিত ও নির্যাতনের শিকার হচ্ছেন। অধিকার আদায়ে প্রতিনিয়ত লড়াই করছেন নারীরা।

নারীর অধিকারে যত আইন

নারী নির্যাতন বন্ধে আইন প্রণয়নের দাবির পরিপ্রেক্ষিতে আশির দশকের শুরুর দিকে বিশেষ আইন প্রণয়ন করা হয়। নারী ও শিশু নির্যাতন আশঙ্কাজনক হারে বৃদ্ধি পাওয়ায় তা দমনে ১৯৮৩ সালে এ আইন প্রণয়ন করা হয়। কিন্তু নারী নির্যাতন বন্ধে এ আইন খুব বেশি কার্যকর হচ্ছিল না। ফলে আরো কঠোর আইন তৈরির প্রয়োজনীয়তা দেখা দেয়। পরে ১৯৯৫ সালে নারী ও শিশু নির্যাতন আইন পাস করা হয়। এ আইন পাসের পর নারী নির্যাতন কিছুটা বন্ধ হয়। পরে আইনটি বাতিলক্রমে ২০০০ সালে নতুন করে নারী ও শিশু নির্যাতন দমন আইন প্রণয়ন করা হয়। আইনটিকে আরো শক্তিশালী করতে ২০০৩ সালে নারী ও শিশু নির্যাতন দমন (সংশোধন) আইন প্রণয়ন করা হয়। এছাড়া এসিড-সন্ত্রাস দমন আইন ২০০২ ও যৌতুক নিষিদ্ধকরণ আইন ১৯৮০, পারিবারিক সহিংসতা (প্রতিরোধ ও সুরক্ষা) আইন ২০১০ প্রভৃতি আইন রয়েছে।

এ ছাড়া নারীনীতিসহ কিছু নীতি ও আইন আছে, যেখানে পরোক্ষভাবে নারীর অধিকার ও স্বার্থকে রক্ষা করা হয়েছে। দেশে প্রথমবার নারীনীতি আইন প্রণয়ন করা হয় ১৯৯৭ সালে, এরপর ২০০৪ ও ২০০৮ সালে তা সংশোধন করা হয়। সর্বশেষ ২০১১ সালে পুনরায় নারীনীতি প্রণয়ন করা হয়।

এ ছাড়া পুরুষকে তালাক দেওয়ার ক্ষেত্রে আইন না থাকলেও মুসলিম পারিবারিক আইন ১৯৬১ মোতাবেক নারীদের বিবাহবিচ্ছেদেরও অধিকার দেওয়া হয়। পারিবারিক আইনে নারীর অধিকার স্বীকৃত হয়েছে। কিন্তু সামাজিকভাবে ইতিবাচক দৃষ্টিভঙ্গি না থাকায় নারী তার প্রাপ্য অধিকার থেকে বঞ্চিত হচ্ছে। সংবিধান এবং আইনে থাকলেও নারীর প্রতি বৈষম্য বিরাজ করছে সমাজের সর্বক্ষেত্রেই।

আইনের বাস্তবায়ন

নারীর অধিকার বাস্তবায়নে বাংলাদেশে অনেক আইন ও নীতিমালা রয়েছে। কিন্তু আইনগুলো বাস্তবায়নের হার কম থাকায় যৌতুক, পারিবারিক নির্যাতন, এসিড-সন্ত্রাসের শিকার, কর্মক্ষেত্রে বৈষম্য, সম্পত্তিতে বঞ্চনার শিকার হচ্ছেন নারীরা। নারী ও শিশু নির্যাতন আদালত, পারিবারিক আদালত এবং ফৌজদারি আদালতে নারীসংক্রান্ত বিষয়ে কয়েক লক্ষাধিক মামলা বিচারাধীন রয়েছে। বছরের পর বছর এসব মামলার নিষ্পত্তি না হওয়ায় নারীরা তাঁদের ন্যায্য অধিকার থেকে বঞ্চিত হচ্ছেন। তৃণমূল পর্যায়ে নারীর ক্ষমতায়ন বাড়েনি। শিক্ষা ক্ষেত্রে নারীরা এগিয়ে এলেও উচ্চপর্যায়ে কর্মক্ষেত্রে নারীরা এখনো অনেক পিছিয়ে রয়েছেন।

এ বিষয়ে বাংলাদেশ মহিলা আইনজীবী সমিতির সাবেক সহসভাপতি অ্যাডভোকেট ফাহিমা নাসরিন মুন্নি এনটিভি অনলাইনকে বলেন, ‘রাষ্ট্রই প্রথমে নারীদের বঞ্চিত করছে। কেননা বাজেটে নারীদের জন্য কম বরাদ্দ ও অনগ্রসর গোষ্ঠী হিসেবে গণ্য করছে। রাষ্ট্র যদি নারীদের এমন দৃষ্টিভঙ্গিতে দেখে, তাহলে সাধারণ মানুষের দৃষ্টিভঙ্গির পরিবর্তন ঘটবে কীভাবে? নারীর অধিকার ও ক্ষমতায়নে শুধু আইন করলেই হবে না, প্রয়োজন সেটির বাস্তবায়ন।’

নারীর অধিকার প্রতিষ্ঠায় করণীয়

অনেক দেশেই সংবিধানের ভিত্তিতে নারীর অধিকার নিশ্চিত করা হয়েছে। এ জন্য প্রয়োজনে তারা সংবিধানকে সংশোধন করেছে। তাই নারী অধিকার প্রতিষ্ঠায় প্রয়োজন আইনের প্রয়োগ ও ইতিবাচক সামাজিক দৃষ্টিভঙ্গির প্রসার।

নারীদের অধিকার প্রতিষ্ঠায় করণীয় প্রসঙ্গে সুপ্রিম কোর্টের আইনজীবী শেখ আক্তার উল ইসলাম এনটিভি অনলাইনকে বলেন, ‘নারীর অধিকার বাস্তবায়নে সবচেয়ে বড় বাধা হলো পুরুষতান্ত্রিক সমাজে মানুষের মানসিকতা। পুরুষদের মানসিকতা পরিবর্তন করতে পারলে সমাজে নারীদের অধিকার সহজেই প্রতিষ্ঠা পাবে।’

The United Nations Mission has a reputation of our police and army; they need to defend the reputation.Here is a matter of concern that, despite the government's commitment to law-enforcers did not stop the extra-judicial killing. And there is no action to investigate and stop the activity. Extrajudicial killings in the country contrary to government claims that this is not happening. People in law enforcement and criminals, the criminals shot exchange always being told that the government was going to die. When the police arrest them or their dormitory if they are surrounded by police or fired, police opened fire in response. This is the death of the criminals. They are all armed criminals! True, the people who are being killed in the crossfire or they were involved in the crime in any way. It can’t be said that they are innocent. No offense to bring him under the law. Such trials would be his punishment. It is not advisable at all to destroy the life of one Encounter or Crossfire.

Moreover, we see that overall, the main opposition party activists being a victim of murder. Sometimes it is very similar to the fate of the ruling party’s activists; however, their number was very low. Law-enforcers and armed cadres of the ruling party, allegedly responsible for most of the killings. Political killings are not new at all. After the parliamentary elections of the killings has increased. Political party activists, not just in the context of the increasing number of political killings, widespread anxiety-panic has spread among the general public. Earlier, the occurrence of extrajudicial killings by security forces at the highest discount is given and the investigation has been promised to the government. The casualties occurred during the operation of the security forces. In the case of people killed by security forces 'Crossfire', sometimes 'gunfight' or even 'collision' as the government has referred to. In 2012 of the 70 members of the security forces are victims of extrajudicial killings. The report quoted a US human rights organization Odhikar, from January to September last year, 14 were kidnapped by the security forces. In 2014, it was 24 people.

 On the other hand, the disappearance of 33 people in 2013, according to ASK. The first 9 months of last year, 189 people were killed in political violence in Bangladesh and 10 of the 48 people injured. It has been said, to maintain effective control of the security forces while the government has failed. Security forces are accused of human rights violations. According to the US State Department's annual report, the human rights of detainees are other problems, weak judiciary and the judicial process began long ago in detention. The authority creates obstacles to the rights of private citizens. Government’s sponsored political violence and widespread corruption remains a major problem. There are religious and ethnic minorities are social violence, While the government and civil society leaders and the violence involved in the economic or political reasons. People do not become victims of violence due to religious beliefs.

Needless to say, the US State Department report referred to disagree with the figures and the subject does not have any chance. Because the international arena as well as protests against the extrajudicial killings has yet to be closed or to reduce the number of extrajudicial killings continues to rise. Police forces involved in the murder of RAB, there are ordinary human discourse. As well as extrajudicial killings and political violence, many deaths occurred, is still going on, US report said.

 We think any civilized, democratic government or any of the laws explanation with such brutality, extrajudicial killings may not run. The government does not have the opportunity to avoid liability. The government must bring them to justice and the law be taken against them by the prosecution and all extrajudicial killings stop immediately. The government must understand that, in response to the US State Department report, the government not only pay the price might be difficult once Bangladesh. We want the government always stand to legalize path.

1. বিএনপির কিছু অতি আগ্রহি,উৎসাহিত নেতাদের আগামি নির্বাচনে অংশ গ্রহন করার জন্য খুব পুলকিত মনে হয়।
2. সুযোগ থাকা শর্তেও দেশের বিভিন্ন জেলার অঙ্গ সংগঠনের বিভিন্ন কমিটি গুলা পুর্ন না করে কালাতিপাত করছে যারা তাদের কি নেতা থাকা ও ভবিষ্যতে নেতৃত্ব এনাদের হাতে থাকা উচিত?
3. আমি মনে করি যারা সাংগঠনিক কাঠামো মজবুত না করে হাসিনার অধীনে নির্বাচন করার জন্য তৈরি হচ্ছে এরা বিশ্বাস ঘাতক,চাটুকার, স্বার্থবাজ।
4. হাসিনার অধীনে দেশ নেত্রী বেগম খালেদা জিয়া নির্বাচন করবেন না এটাই সত্য।
5. সে ক্ষেত্রে হাসিনার অধীনে নির্বাচন করার স্বপ্ন না দেখে তত্বাবধায়ক সরকারে দাবি আদায়ের লক্ষে আন্দলনের জন্য তৈরি হওয়াটাই উচিত নয় কি?
6. মুলত,দরকার ঢাকার সমস্ত থানার বিএনপি ও অঙ্গ সংগঠন গুলার কমিটি সম্পূর্ণ করা।সাথে দেশের সব কয়টি জেলার সমস্ত অঙ্গ সংগঠন গুলার কমিটি করে সাংগঠনিক ভাবে আন্দলনের জন্য তৈরী হওয়া।ইদানীং কিছু নেতাকে আত্ব প্রচারের কাজে খুব ব্যস্ত দেখা যায়।উদেশ্যহীন পাগলা গোড়ার সংখ্যা বাড়লে যা হয়।
7. কমিটি পুর্নাঙঘ করতে গেলে অমুকের মন,তমুকের মতামতের দোহাই দেয়াটাই রাজনৈতিক নিয়মে পরিনত হয়েছে।
8. শেখ হাসিনা— যার ক্ষমতার মসনদটি দেশের হাজার হাজার বিএনপির সাধারন নেতা কর্মি ও মানুষের রক্তে রাঙ্গানো,যার ক্ষমতার মসনদ পিলখানা হত্যায় শহীদ সেনাদের রক্তে লাল,দেশের হাজার হাজার কোটি টাকা যার হাত দিয়ে বিদেশে প্রাচার করা হয়েছে , দেশের মানুষের জীবন যার কাছে রাস্তার কুকুর বিড়ালের চাইতে মুল্যহীন তার সাথে সন্দ্বী নয় যুদ্ধ করার প্রস্তুতি নেয়াই হবে দেশপ্রেম। নেতাদের নীতির মধ্যে স্বচ্ছতার অভাব আগে দুর করা দরকার তবেই গনতন্ত্র,ভেটাধীকার নিয়ে কথা বলা উচিত।
